We acknowledge the Ngunnawal people as the traditional owners and continuing custodians of the lands of the ACT and we pay our respects to the Elders, their families and ancestors.

We acknowledge that the effects of the forced removal of Indigenous children from their families as well as past racist policies and actions continues today.

We acknowledge that Indigenous people hold distinctive rights as the original peoples of modern day Australia, including the right to a distinct status and culture, self-determination and land. We celebrate Ngunnawal culture and the invaluable contribution to the community.

WELCOME

The Youth Coalition is the peak youth affairs body in the Australian Capital Territory and responsible for representing the interests of people aged between 12 and 25 years of age, and those who work with them.

The Youth Coalition is represented on many ACT Government Advisory structures and provides advice to the ACT Government on youth issues as well as providing information to youth services about policy and program matters.

We actively promote the well being and aspirations of young people in the ACT with particular respect to their social, political, cultural, spiritual, economic and educational development.

Development of the ACT Young People’s Plan 2009 — 2014

The ACT Young People’s Plan 2009 – 2014 (the Plan) articulates the ACT Government’s commitment to young people, their families and community. As well as providing a common policy framework for service provision, the Plan will guide the practical implementation of services across government, non–government agencies and within the community. The ACT Government has released a Discussion Paper, which is intended to be a starting point to provide key stakeholders with an initial opportunity to comment on the direction and priorities for the new Plan. The discussion paper was developed by the Office of Children Youth and Family Support, DHCS, and can be accessed at: www.dhcs.act.gov.au. Submissions to the Discussion Paper are due Thursday 23 July 2009. Following this, a draft Plan will be released for further consultation.

During June and July, the Youth Coalition will be providing opportunities to youth services and workers to contribute to the Youth Coalition’s submission to the ACT Government on the Plan. Updates on Youth Coalition activities will be provided in the weekly Youth Coalition eBulletin, and on the website. ACT Budget: Opens Some Doors and Closes Others

Youth Coalition of the ACT’s Analysis of the ACT Budget 2009 / 10

Annually the Youth Coalition of the ACT, the peak body for youth affairs, develops a comprehensive analysis of the ACT Budget. We acknowledge the challenges faced by the ACT Government in developing the ACT Budget 2009 / 10 in light of the current economic crisis, and welcome the announcement of funding for some key initiatives. However, despite ACT Government assurances to the ACT community that there would be no cuts to services through the Budget 2009 / 10 critical services have in fact been cut by cessation of funding through the Community Inclusion Fund. These include the highly successful Indigenous Numeracy and Literacy Program at the Gugan Gulwan Youth Aboriginal Corporation, and the drop-in service at the Multicultural Youth Service.

The loss of these services will further isolate some of Canberra’s most marginalised young people in an economic environment where risk factors are increasing for all members of the community. The ACT Budget 2009 / 10 contains a number of promising gains for young people, with a particular focus on infrastructure. The Budget features a number of new initiatives for young people aimed at improving access to housing, health services, sport and recreation facilities in regional areas that are in need of investment.
